THE CAMPAIGN
As the European Commission prepares its Quality Jobs Roadmap, CECOP is joining the conversation to ensure that the voice of industrial and service cooperatives is heard. Our campaign will highlight how these enterprises contribute to fair, inclusive, and democratic working environments, and why this should be recognised at the EU level.
In workers owned cooperatives, quality jobs are not a goal, they are the starting point. Worker-members are not just employees, they are co-owners. They collectively decide how work is organised, balancing economic sustainability with fair conditions and long-term job security. Cooperatives offer more than a job: they create spaces for democratic participation and co-ownership. From lifelong learning to inclusive governance, they invest in people, including those furthest from the labour market.
Whether it’s ensuring fair job transitions through training, managing enterprise change through worker buyouts, or promoting human-centred digital platforms, cooperatives are already providing practical, people-focused solutions to current challenges the world of work is facing.
In a time of major socio-economic challenges EU is facing, rapid digital transformations impacting the way work is organized and increasing demand from youth for meaningful jobs, we want to share stories, tools, and recommendations to make sure cooperatives have a voice in EU’s vision for quality jobs and that concrete actions are taken to amplify their impact.

THE REPORT
Industrial and service cooperatives are driving Europe’s transition to fair, resilient employment. With democratic governance, long-term contracts, and inclusive practices, they offer a scalable model for quality jobs.
This report urges EU policymakers to embed cooperative values into an ambitious Quality Jobs policy, emphasizing fair wages, training, and worker ownership and control. Cooperatives aren’t niche, they’re essential infrastructure for a future-ready economy rooted in solidarity, sustainability, and shared prosperity. Let’s build it together.
